עבר `abar in the qal "cross, pass by" etc. In Amos this form is used 6 times but with strikingly different tones:

5:5; 6:2: "cross over"
5:17: "pass through" (to punish)
7:8; 8:2: "pass by" (not punish)
8:5: "be over".
