עָצוּם `atsum is always used of strength and power, often of nations, it is rare in the prophets, except Joel where it recurs in descriptions of the power of the forces the Lord is unleashing.

In Amos 5:12 (the unique use in the book) it is clearly bitterly ironic as the prophet speaks of his hearers' "numerous rebellions and mighty sins".
